Foundations for the Future

Evidence-based practices and policies to promote early literacy

May 4-5 | Fundação de Serralves - Porto

The Challenge of Literacy

In modern societies, the ability to read and write well is the foundation of the entire school career: without mastering these skills, a child is deprived of almost all the opportunities that school has to offer.

PIRLS results

In the PIRLS assessment, which evaluates reading skills at ages 9 and 10, approximately 25% of Portuguese children showed difficulties, and 6% did not even reach a minimum level of performance

PISA results

Until 2015, literacy among Portuguese students progressed consistently, according to PISA data, which assesses reading comprehension at age 15. Since then, the trend has reversed...

The Problem

On average, throughout elementary school, one in four young people does not reach an elementary reading level
